Can't get to quarantine to recruit The Professor

I'm trying to recruit The Professor to my team as part of an early mission, but I can't get to wherever "the quarantine" is. My understanding is that you need to go to the transport dock to get there, but it's empty with nothing to interact with and nobody to talk to. I talked to Aria, and had just recruited Garrus. Am I in the wrong spot? What do I do?

If my memory is correct, outside of Afterlife, stand facing the front door to Afterlife, and turn right. Go forward through the door (there are two doors side by side; you want the door on the right), and when you come to the crazy Batarian preacher, turn right again. You should be by the apartments. There will be a closed door with a guard in front of it at the end of that hallway. Banter with him for a minute, and he'll let you into the quarantine zone.
