What is Cerberus Network for?
Believe it or not, I'm playing this game for the first time only now, and I really really really don't want to create any bloody EA accounts (I already made an account on steam, why do I need to make more?!), but anyway what "online features" are they talking about, and what am I missing out on if I don't sign up to their thing?

It's so you can get extra content. If you have a Cerebus key just use it in game to log into the Cerebus Network and create an account if you don't have one then just download the extra content and then click on the .exe file to install it into the game. It's FREE !

Basically, you need to create an EA account, go to bioware's website, enter all the cd-keys come with the game you purchased on steam, and you will see a list of DLCs to manually download and install for. Cerberus network contains 5+ dlc if I am correct, but content wise... not too much value to go through the trouble.
If you want other story dlcs, you will need to purchase Bioware points by Amazon or on EA origin, on origin just search for bioware points, purchase those ones for dragon ages 2 will do just fine. Amazon is cd-key based so you have to use the key on bioware website.

Pretty much what's already been said. You have to create an account with EA to get stuff like the dlc for this game which is almost mandatory if you want to follow the story IMO.
