Edit: AFAIK, there is no ME1 save editor.
What you need to do is:
1) Start ME2 game, play a bit and make a manual save.
2) Open up that save in ME2 editor and set your preferred ME1 flags. Save.
3) Start another ME2 this time importing your edited ME2 save. Have to do this, because ME2 only processes ME1 flags during import. It does not process them on normal save loading (ie. "on the fly" editing of ME1 flags is not possible).
PS. If you want your ME1 appearance carried over use your ME1 save (with "wrong" choices) to start ME2 the first time around. Make your changes to that ME2 save, and start again importing that one.
