If you ported over a Mass Effect 1 game, there is no need for Genesis to activate, so it doesn't.
1. purchase it first over on social.bioware.com
2. download the installer from your profile's "registered game content" on social.bioware.com
3. install it
4. Start up ME2 and log in to the Cerberus network with your social.bioware.com login
Though as Harbinger noted, if you're importing an ME1 save, you don't need Genesis.
