Cannot get quest with unlocking Fwishung Well

Hi.
I've read that in order to unlock Fwhihing well you need to get 8th level of friendship with Hangyodon and complete Keep it Real and Comic Relief quests. I meet all requirements, but I didn't get this quest.
Now I'm completing Magic Bubble Wand quest.
Is this a bug or am I doing something wrong?
