Would like to be able to gift the Deluxe Edition.

For whatever reason gifting the Deluxe edition is not an option. If any of you devs see this please give us an option to do so.

I tried both on my phone and on my computer via steams client and a web browser, I do own the deluxe edition and there is no option add it to my cart to gift or such. I know you can lock some bundles from being gifted but devs have the choice to opt in.

so the way me and my boyfriend got around it is to send digital goftcard for the amount of the game

Did you try gifting the base game and then the deluxe as DLC?
