HELP - luck lanterns stopped appearing- no time travel

so i didnt TT but i did change vpn location - however a friend says they have same issue but did not TT or use VPN - do we have to restart? or what is the spawn rate ??

posting in case this helps someone else ; Note: Information on Firecracker.png Firecrackers is still being gathered. A minority of people have found 3x Firecracker.png Firecrackers on the first day. This is confirmed to be a bug. A possible reason is that the pity system (which gives additional event currency for missed days) may not calculate missed days correctly on the first day of playing the event; however, the exact mechanism of the bug cannot be confirmed at this time. - both my friend & ci found 3 one day - we think

edit: i did find 3 in one day so this may be why

if you see them or dont in 2-3 days after finding the 3 in one day ( i hope i make sense ) can you post here to confirm for informational purposes

I found 3 on the first day, and one every day after that. I use VPN, doubt it's related as the game is available offline.
