The one in this Spring is free, but not include City town.

From what I read (take with a grain of salt), we will get updates as the finish, not as they release. So we'll get City Town when it's 100% completed, like we're getting Tundra Town now that it's completed. Some of the content updates will be free, but maybe some will be DLC? Not sure on that one. D:
