Bug with mermaid tail

I find 2 piece for the mermaid costume, but I can't found a tail. I read wiki but it seems like tail is not in my world. Please help

its actually a pair of pants that turns to a tail when youre in water- but if you happened to get the delux version it has a koi mermaid set as well. Where did you look for the bottoms?

Actually I have found it. I found it a few days before the quest and forget about it. I put this pants on a mannequin and forgot
