They won't breed

Hello all,
There may well be a thread for this further back and I have missed it, but I digress, I was hoping someone might be able to help me with regards to making my tenants get jiggy with it.
So far I have had four separate tenants find mates, have content satisfaction and engage in pillow talk on a regular basis in rooms that, by their own terms, rock. However no matter how much they snuggle up in their little hammocks or fill the air about their doors with love hearts none of them seem to be popping out any kids.
As most guides I have read say the future on the game pins of having progressively stronger generations on tap I am scared I will be perpetually trapped on a celibate second level.
Can anyone tell me what I can do? I know about the cakes but they are so very gosh darn expensive.

Feed 'em cakes or wait.

If the cakes are too pricey then don't worry much about babies. Focus on the quests and start force feeding them cakes when you have the money.

On the off chance that this is the case, there were two instances where babies weren't popping out for me:
-the healing pod bed doesn't give them any snuggle time, oddly enough
-and sometimes I'd accidentally think a pair was a couple, only to discover they were a parent and child

I think I will just start again from scratch and just pressure them into boning with confectionary. I am sure there have been worse land lords?
