Well it will be added for free in a future update. Maybe it's something of a personal reason from Ronaldo himself like his story revisions or changes on the arcade mode and EOST. Don't know why they also delay the color edit for Ronaldo because it's weird but maybe like the comment above is because of licensing issues.

He will have an arcade mode soon, but he clearly was a last minute adition because the Saudis or whatever wanted him in the game so they didn't have time to properly finish his single player modes
