I know I'm a bit late but I found a fix for if you're on an Xbox controller. While in steam, in the top left click the word "Steam", then click settings. Then from there click "GENERAL CONTROLLER SETTINGS". Once you're there, uncheck every box and then check in the box that says Xbox Configuration Support. Then reset steam and you should be set. I only know if this works for Bluetooth Xbox controllers, but if you're on a PlayStation controller then maybe you should do the same steps but this time try checking in the box that says "PlayStation Configuration Support. I can't say for sure that this will work but you might as well give it a shot. Hope this helped.
