Fix for the stuttering when flying around the open world
Ok, so I found a fix for the stuttering when flying around the open world. Only tested it on my system, so I'd be curious if anyone else gets good results from doing this:

EDIT: Seems the fix makes the loadscreens unskippable for some reason, so there is going to be more waiting, but better frame rate stability. I'll see if there's a way around this.

IMPORTANT: If you are running MSI Afterburner and RTSS, make sure to disable RTSS for this game, as it might conflict with the solution described below.

  1. Download version 0.9.20 of SpecialK[github.com] (Credit to Kaldaien) It probably works with newer versions as well, but this is the one I've tested.

  2. Open the zip file, and copy SpecialK32.dll to the game directory (same folder as LEGOMARVEL.exe)

  3. Rename SpecialK32.dll to d3d9.dll

  4. Launch the game (Preferably not in Steam Big Picture mode, as SpecialK is not a big fan of the BP overlay.)

  5. (Optional) Press CTRL+SHIFT+O to get rid of the yellow overlay

  6. Once in game, press CTRL+SHIFT+BACKSPACE to launch the SpecialK configuration interface.

  7. Accept the terms (or uninstall SpecialK :) )

  8. Under the Frame Rate Limiter section, activate Framerate Limit.

  9. Now for the big one: Under Frame Rate Limiter, click advanced, and activate Sleepless Render Thread.

  10. Press CTRL+SHIFT+BACKSPACE again to close the SpecialK interface

  11. Play the game :)

Now, it's still not the smoothest game in the world when it comes to consistent frame times, but the very perceptible stutter when tearing around should be gone.

Let me know if it works for you!

Best part is, I can still skip the loading perfectly fine. Just make sure to download the latest version of Special K, or else your game'll crash. The download link in this thread is really old, to get the latest version simply click on the"Credit to Kaldaien" link, and from there, go to the Wiki, then in the left, Downloads.
I found setting both sleep settings to true removed all stuttering and frame drops.

SleeplessRenderThread=true
SleeplessWindowThread=true

For reference limiting the FPS to 60 as per PC Gaming Wiki does not resolve the frame rate drops, it just doesn't make them as severe.

I used the default FPS limit of 115 in SpecialK and it stays locked there with my GSync display. Those who do not have a variable refresh rate display should likely set that to their displays refresh rate.
