The basic design concept behind Major Modules is that they have to operatable and when a hero does operate them they have to provide a bonus. That usually means an increase in whatever bonus they provide. The exceptions are Emergency Generator and Shop, which don't provide this kind of bonus just when constructed, but gain one when operated (minor dust loot increase for Generator, dust income for Shop), so they too get a bonus for operating.
It gives a base bonus without operating, operating increases that.
Tactical HUD: Each point of wit adds 1.2% attack power to heroes on the level. When upgraded to Tactical HUD IV, the bonus increases to 1.8%.

Don't dismiss this module, it can be very strong on the armory pod.
