This game, along with Shift 2 and a number of old NFS titles were removed from sale on all platforms by EA.
Later, EA went on to buy some competitors in the field and shut down the sale of some of their older titles as well.
'Codemasters' (grid series) and 'SMS' (project cars 1,2,3) were among the casualties.
Probably your only hope is if someone is holding a old steam-code for the game or have it sitting as a steam gift they can send to you.
Do not even bother trying with EA, from what I've heard they do not honour old codes anymore, they are insistent about not adding customers for those products any more.

Consumer beware I guess - buy from something other than Steam. The first moment I've come across for this warning - I'll be looking at GOG for all future purchases of such games that interest me... actually any & all games in future - considering how I've been screwed with so many games now, like No Mans Sky, msfs2020 etc. NO FAITH LEFT in Steam.
