Shift: yes.
Shift2: no. Not with other tools either, like generic VPN's or Himachi. Needs the Autolog servers and EA turned those off.
Just word of advise: make sure you all have the same version of Shift.
While multiplayer still worked on steam I had my save corrupted several times, by playing with people who had "unpacked" or "modded" their Shift or were on the version that is distributed on the Origin service (EA's own).
So, do yourself a favour, back up your profiles & settings before playing online, EACH TIME. I learned that the hard way and had to level a driver again. The worst was probably losing all those custom tunings that I had of course not written down on paper.
Super annoying, but less bad than losing it all and having to redo.

We play this game in LAN mode over our Radmin VPN network. You don't need to use gameranger. I think the best way to play by multiplayer NFS Shift through Radmin VPN.
