Steam i would imagine, they have the mouse icon next to their name, just like you and me, so they have it on Steam, so i imagine that's where they download it from..

The version of Punkbuster installer that the game ships with is outdated anyway, install the latest PBSVC from the Evenbalance website https://www.evenbalance.com/downloads.php, and then go to the Punkbuster folder in the game 'PunkBuster' folder in the game folder and delete the pbsvc.exe there, so it won't be run whenever you boot the game up.
