You are 8-10 years late mate.The game was available digitaly almost everywhere... Try to get a physical copy from Amazon and then try to activate it on Origin for a digital copy over EA support.Good luck.

You do realise that you need a working copy with a unique CD-key to use BF2 Hub as intended.The way he gets the game is up to him tho ;p

does it have to be steam? you can activate most of EA physical copy at origin. BF2 standard barebone version is really cheap and it's same as complete collection. I activated my BF2 standard physical copy at origin some time ago and it was automatically converted to complete collection.
