Report a translation problem
Sometimes though, when a co-op thing first starts out, most do blitz through the lower tiers to just do the highest one they can, but there's still a few "stragglers". Or just make a private lobby and invite friends in from previous co-op matches. I've regularly seen invites for co-op from in-game friends, and had them join in ones I invite for.
I was able to clear all missions by being patient and now am focusing on the event co-op battles. Once your main character's power is around 45k it should become easy to find a match...
Since the matchmaking kind of relies on every difficulty of every co-op being constantly played...
May I ask what matches you did not manage to find two co-op partners for?
If a new co-op is introduced try to get going within the first couple of minutes or hours. Also make sure to try at different times during the day. Players seem to be devided into areas and there is almost nobody in co-op during certain times of the day in my case.

Edit: At this point in time there are 4 Yuffie Co-Op Battles available. The bottom one I tried to join five times in a row, all attempts failed.
The topmost one I could join on first attempt in like two seconds.
