Report a translation problem
I had a similar problem. To create pools you need to make like a 'bowl' shape/upside down V shape in the ground.
Water AI in the game runs down slopes and hills and you can use this to your advantage by creating 'bowls' for it to fill up into.
On snow world you can make these above or below ground! Fish will spawn in them eventually!

I always go three blocks deep, that way I can have 3 or 4 dwarves fishing and not run out of fish :)
Thanks for your reply. I learned from watching other players that you can create bowl shapes to catch water so I was passing that knowledge onto thunderchick! :)

If you are on the forest or the desert worlds, Happydays is correct, if you make it underground you can make a funnel above ground so the rain will funnel into it and then seal up the hole later. If you are on the ice world keep putting snow it and let it melt until you get what you need but it has to be underground.
Have you made buckets yet? If so just put the water in your quick bar and then select a spot either in or above the pool and click it with the water. The dwarves will put it in but may take alot to see any progress.
