Report a translation problem
Note, that you can only carry as many 'water blocks' at a time as you have buckets for all your dwarf. So a dwarf will use three buckets for a full load of water on thier back (3 without a backpack), and those 3 (or more) buckets can't be useable by any other dwarves until that water is dropped off.
You probably already have, but just in case you haven't, also make sure your buckets are actually still in your inventory and weren't stolen by goblins or used accidentally in some recipies further up the tech tree (or possibly even bugged/lost arbitrarily)
