Craft it or buy in the shop.

Do I have to find the recipe? And I don't see any buckets for sale in the shop. Which section are they under?

You need to unlock them in the tech tree if you are playing the campaign

In "Helmet" section.

It actually stands for 'Equipments'. The logo is helmet.

That was sarcasm on my part.

I don't think the bucket should be in that tab, but in the second tab. The 'equipment' tab is full of armor and weapons. A bucket, along with other wearable equipment, doesn't belong with weapons and armor.

Craft or buy

The equipment category also includes any items that dwarves can equip in their accessory slot. The second tab is ingredients for crafting. I realize the bucket is also used as an ingredient but the primary purpose is for a dwarf to equip the bucket to collect and place water. The current cagegorization seems reasonable to me.

Simply having the buckets made is enough for them to be able to go and fill them with water.

As a side note, the number of buckets you have seems to act as some kind of cap on how much water they can carry at once. Water in storage, or in cubes on the ground waiting for pickup, is not counted as being in a bucket.
