Report a translation problem
On a snow level to get water is how the person mentions. you just build it as if was a house. Granted you can only place on ground one layer at a time.
Then the snow/ice will melt. Best to make a stone pool underground nearby; although you could do that in the shelter borders too. I say stone due to it being less likely the water will evaporate or absorb quicker than you can pick it up.
Place the ice/snow in that and makes for an easy gather pool. Ice and snow are blocks just like the other stuff you build with.
