Just wait. The sheep have to have a full coat of wool before that option shows up. It is clicking on sheep that would bring it up. The regrow pretty slow. Should be noticeable when coat is full, the sheep grow their wool in stages. I think it is something like 4 stages with the 4th being a full coat. Each stage shows visually.
However you can only shear as many sheep as you have sheers. In other words 1 sheer to 1 sheep at one time. You would have to wait till dwarf is done to sheer another if you only have 1 sheer.
That is about all I can think of off hand. I hope it helps. :)
Doesn't matter where they are, they need to have 'stage 2' of their wool. Sheep go from no fur to light fur to full fur. There are 3 'stages' to the sheep. You can only sheer it when its in stage 3.. having a big fluffy fur coat, not the sleek and slender coat. It will not shear them when it only has the small coat.
One seems to be enough. In world 2 i only caught a single sheep and then got sidetracked with an invasion. Once it was over i noticed i had two sheeps in my farm.
You need to catch them in the trap and then assign one of the dwarfs to capture it instead of kill it. It will then be carried to a farm if you have one.
