Maybe those are bugged and that's the reason although the dwarves say there is no food but actually there is no place to eat it?
They only need the tables, not the chairs; try removing the chairs and see if that makes a difference. Sometimes in this game items are able to be placed next to each other, but end up preventing proper operation.
So they don't eat raw food at all?
And didn't starve when not eating for several days?
Supposedly there's a new item in the last patch that automates the feeding a bit, but for right now, assume if it's not put on a table, they don't eat it.
Pinecones are okay at the start, but dwarves like a bit of food variety. They've expanded the food offerings including a number of foods that also heal dwarves a %. I'll usually run with 4 tables minimum, and put them on the central corridor of my bases where they get lots of foot traffic so they don't need to go out of their way to get a snack.
It confused me the dwarves don't eat very frequently. So it takes more than one hour for the dwarves to eat?!

Yeah, they don't eat that often, but it'll sneak up on you. I like to have at least 100 of 4+ different cooked/brewed dishes that I can drop on the tables when I see they're empty. You can also tell them to eat, which I'll check all my dwarves as a time is counting for the next invasion so that everyone is "topped off" before battle.
