dwarves have no skills/can't add new skills.

Booted up craft the world after a few month break, went to one of my worlds with 40+ hours excited to binge...only to discover my dwarves all have no skills. i thought all was lost, but i had a lot of XP books leftover so i tried that and..."You can't add this skill, since the dwarf has too many skills or is already an expert in this ability." What? anyone know about this/have a fix?

I am getting the same issue. Dwarves have no skills, and no skills can be added.
