so ive built the parts for the digging machine. body drill and wheels but am unsure of how to actually place the device

You need to find an engine and build one. Engines are random drops in rooms. Like behind rune doors or treasure chests.

advanced machine, self room, but you must place 3 rails

yes. place 3 rails down place machine on rails and the machine will request ur dwarves to bring it rails and also bridges not sure if it has to be stone bridges but thats what mine was using when it found a hole it needed to cross

And dont forget, it also use your manna resources!
And left behind a railway line!

Thank you, I didn't realise we needed to place Advanced Digging Machine on rails.
