You need to find an engine which can be found in rooms. Or whatever that last piece is called. Then the recipe will open up.

first you need to build the parts, these look like the full thing, but then you need the actual blueprint, i think its from some boss maybe pirate boss, then build it, then place it on some tracks, deep where you want to dig with it

The regular machine is just placed anywhere in a 2 tall 3 wide area. The advanced one needs the same space but also rails.

The advanced one can place rails and bridges. But you need to wait for your dwarves to fill it up.
