also she is supposed to be a water dragon so she wouldn't breath fire anyway.
Like Zzzzzx said, she's a "water dragon" (and "old Lilac" was hedgehog btw, but that was waaaay too long ago, when game was in very early development). Atleast she can stay underwater without oxygen for a long time and swim faster than anyone in the game (and swimming in many cutscenes).
These elements are further emphasized as you can pick them up as shields in the game.
Also, there are different types of dragons in past lores that aren't always depicted as your stereotypical dragon that needs to be breathing fire or have wings to fly. (Refer to eastern dragons.)
Even classics such as the Leviathan are not fire breathing and strike with the power of the sea.
These elements come from stone with can be use by all character.(not a dragon power)
