Dunno, I assume it's an engine to make fangames, I mean, that's the most obvious thing.
Still, I would not judge the game by it's engine, but by it's quality :)

Well, no, normal game engines are for making any game, fangame engines are used for making games similar to the thing in question.

Since engines made just for fan games of a certain game are usually limited, I guess It does matter a little though.
Custom engines are usually buggy when made by indie devs with limited manpower and money, it's generally better to use premade engine to save time, money and labor.
People have got to really stop using that kind of quote, it's really annoying to an artist.At the same time, a great artist that could produce masterpieces with inferior tools could produce even better masterpieces with superior tools.
Also there's no such thing as a "fangame engine" but I guess that's quite clear by now.
I get what you're trying to say here but you're wrong. Many engines made by companies have a certain genre in mind too. You have things as flexible as Unreal Engine and Game Maker... and then you have engines made for a specific genre like MUGEN, Fighting Maker 2nd, RPG Maker, stepmania and others.
I've seen the engine inside out from its early era, and yes I can tell in this game, Sonic World engine only used as base for platformer engine. Everything else like enemies, combat, gimmicks, cutscenes etc. are added by the developer themselves. It's not fairly limited, you can expand it to fit your needs.
