New C&C Style RTS?
C&C Style RTS is one of my favorites.

Are there any recent C&C style RTS games besides 8-bit armies?

I don't want Blizzard or Age of Empires style.

I am looking for the traditional MCV, power plants, and harvester, with a user interface that always has the build menu open.

There's a game coming out called Tempest Rising.
Tempest Rising. Very similar to C&C3 in terms of gameplay and story. Releases next month.

Maybe 9-Bit Armies: A Bit Too Far ? Rusted Warfare is also a good game
Tempest Rising is your best candidate for a C&C-like RTS. I have played the demo and was a lot of fun for me. So you would probably enjoy it to.

Nah, I am looking for C&C Style.

I have my total annihilation fix with Supreme Commander Forged Alliance Forever and Beyond all Reason.

That aside, I don't want Age of Empires RTS or Blizzard RTS. I also have Sins of a Solar Empire 2 (hybrid RTS), which I enjoy. I am really looking for a particular niche of rts.

Tempest rising is probably the closest thing to cnc at the moment. The guys who made it seem like passionate fans. They even got the music composer of C&C to do the scores of the game.
DORF Real time strategic conflict

Tempest Rising is due out in a month and a half, and after that it's DORF. Those are the two upcoming RTS that are pretty close to C&C style of play and vibe.

I will get both. For now, I am going to play Battlezone 98redux. It's a remastered version of Activisions Battlezone.

I'm going to wait a month after Tempest Rising releases to see how it performs. I'm not buying a new RTS if it's main focus is going to be e-sports PVP only focused (And I've already been seeing ppl in the Steam forums for Tempest begging for PVP style additions and "balance" changes).

DORF on the other hand is the safest bet due to it's marketing, word of mouth and general info, that their game is going to serve skirmish/campaign players well enough (and I'm well aware Tempest will have a campaign as well).
