Need help using a VPN to access KW.

I connect my laptop to my mobile phone hotspot for internet. When doing so I can't get connection to other players. I have seen online that a VPN may solve this. My question is whether the vpn needs to be on my phone or my laptop? Any suggestion on which vpn would be most suitable? I have no problem connecting and playing when I use standard broadband. It's weird because some months ago i could only connect using a vpn. Now it's the opposite for me, if i use vpn i can't login to multiplayer.
Regarding the vpn question. If you have Nord vpn, you can use it for multiple devices with the same account. You can set it up on your pc and mobile device.

I would imagine most if not all vpn providers would allow for multiple devices.
