Kane's wrath campaign starts before C&C3 Tiberium Wars start, before Kane's face was fully recovered by the disfigurement. If you play C&C2 Tiberian Sun (the prequel to Tiberium Wars), you'll notice Kane has masked half his face to hide his disfigured face that were on him the whole game. It is implied these scars happened to him at the end of C&C1 Tiberian Dawn (the prequel to Tiberian Sun) where the temple he was in got blasted since that was the last time we see Kane before Tiberian Sun.
About the "Cabal" part, Cabal was Nod's Artificial Intelligence that tried to take over the world with cyborgs so Nod destroyed it in the previous game. In Kane's wrath, you are the new AI called LEGION. Cabal do not appear in kane's wrath, but I'm guessing Kane simply mentioned "it" because you are cabal's successor.
TLDR- CABAL is the AI that was made before LEGION. LEGION still has parts of CABAL inside of it. We see glimpses of CABAL in the cutscenes as a face.
Cabal was the only one other than Tratos that could read the Tacitus, so Kane had to make a new AI that would be loyal to him and help him with his plan.
It is a really good expansion. The units are fresh and balanced and the story is engaging.
