Yes, with every major update, a wipe is expected.
That means everyone will start equally from the beginning,
and anyone who purchased a DLC will still receive the additional content as well.

What are your thought about separate PvE and PvP progress and don't wipe PvE after 0.3?
At the moment in 0.2.4 the grind is still to hard since release. Give us reasons to go anywhere without a task and just do some high loot, with heavy armored AI enemies.
At the moment the focus is hardly on progress with tasks.
I know in 0.3.0 it will be faster, but there is no reason to wipe PvE if progress is separated. In PvP on the other hand it makes sense to reset after months.
This is the nature of an early access game, i cannot think of one that has significant progression where it hasn't wiped regularly as content changes.
He's a moderator not a developer. And considering the lack of mouse icon next to his name he may not have ever owned/played the game.
You can see I have over 500 hours in the game and no mouse icon.
The reason for PvE wipes is so that the devs get information on new systems and changes. If few people wiped their characters on an update, they wouldn't get information on low level mission changes, progression speed, vendor unlock information, etc.
