3060 is almost the exact same performance as a 1080. Actually, a little worse IIRC. It just has the benefit of being able to use DLSS to produce AI generated frames to help smooth things out.

Go to any website that has compared the two cards and you'll see the actual performance differences are negligible. In many areas, the 1080 is better than the 3060.

I use a 4070 TI and I'm running everything on Epic with TSR as I just want AA without the AI rendered frames. Getting 60FPS at 1080p resolution with zero issue. I figure a 4070 should be just fine. A quick comparison of the 3060 and the 4070 show a remarkable increase in performance.

XX50s (usally laptop cards) are very low budget cards
XX60s are budget cards of whatever family you're picking: 1060, 2060, 3060, 4060
XX70s are mid-high range
XX80s are high range
XX90s are like epic tier
It may depend on your CPU and RAM as well. Or any other range of factors. I'm not gas-lighting anyone. I have no reason to. No two systems are alike. All I know is he's running a 1080 and an i7 of some sort with 32 GB of RAM at 1080p and he's getting playable framerates at medium settings.
Another of my friends with a 4050 in his laptop is struggling to even get the game to stay open for more than ten minutes at a time.
