Delta can be bought from Lvl 3 Turncoat.

That's funny, If Turncoat has no missions anymore, then how to level it up to that?
Seems that Artisan, Turncoat and Lab Rat don't give missions anymore. Only Gunny and Handshake has some missions.

I don't wanna it right now, I was just wondering because there is no info about this in-game so I can see when and how and such.
