this works on win 10 64bit as well in single player only
It's possible that there's stuff going on in the background, but I'm not entirely sure if it's still being developed or not. I think it's pretty much done in the sense that it has completed its main objectives in adding more functionality/flexibility that one can use concerning the SAGE engine.
It's more or less a secondary SDK for either game--however, this is more on the coding/Lua side of things than adding in a new unit/campaign/map; it has sandbox capabilities that I think suit your initial request, but it is more of a tool than anything.
There's most likely a manual if you want to use it in a personal mod; and there's bound to be YouTube videos detailing different things you can do when messing around in the sandbox maps.
