Depending on why u want to use windowed mode i myself use the following options:
when i want to check something on sc forums, do something else or just want to minimize the game for whatever reason u can press the windows key, or use alt+tab.
Be sure though to do this only in regionalview. since there is no autosave, the cuty seems to freeze if you do this in mayorview.
if u want to use windowed mode because u want watch some video/tv while playing the only option is a dual monitor. play sc on one monitor and play the vid, web or something else on the other screen, it works fine.

Use that in the launch options, works fine.
Don't know why exactly though, it started working after I changed the resolution to lower than native.
Unless you use -CustomResolution:enabled

I've also noticed that the Windows taskbar (I'm on Win 10) triggers issues with 1920x1080. If you hide the taskbar, the game adjusts itself to be in a window, but a good inch of it will still be off the bottom of the screen.

Right, but we're getting into the how do you put 3l of water into a 2l bottle territory here. Windowed mode does work with SC4, but of course, the resolution used has to fit in the available space on the screen. So yes if you set it to the full resolution of your display, then that Window is not going to fit on the screen if you also have other items that need to fit into the space.
Asking any application to fit into a Window of the same size as your desktop resolution is pointless. If you really wanted it at that size, you should use fullscreen mode. Thus it's only logical for Windowed mode that you should be using a smaller resolution.
Just to update, this still works as of 2019. But don't be an idiot like me and accidentally copy/paste the empty space after x32. haha
