Language Settings

So, I just bought Sim City 4 and cannot use a Norwegian language setting. I know for sure Sim City 4 Deluxe on CD supports Norwegian, but Steam doesn't give you the option. There was also another thread stating the game was in Norwegian when he got it..

I've checked the game's folder and can confirm it supports the language, and even tried changing it to the Norwegian language code with regedit, which I assume should be 16, as it is for Sims 2. Though this works, Steam changes it back to whatever language selected in the launch properties. Starting the exe from the root/Apps folder also starts it in Steam.

Any way around this? Thanks in advance.

Found the solution: Running the startup parameter -l:language where language was replaced by Norwegian.

Edit: This only seems to change the names of the tutorial cities, while the game remains in English. Still looking for solutions.

So, I've yet to find a solution, and this one really works. I had my friend send me the language folder in the root of his CD copy and the -l:norwegian worked.
