CD Product Code not working

I'm trying to activate Sim City 4 Deluxe for my library on Steam off of the CD Product/Activation/Registration code. I got the CD not too long ago, so I doubt it's changed. I also couldn't find it under the Possible Registrations, but just to make sure, I need to know if anyone else has done this or had problems with it. Thanks.
