There is a reason as to why Sim City 4 is hailed as the best Sim City game of all time (You can argue but that is for another time), and it definitely shows. Even after 10 years, the game has aged pretty well with its generally good design and more importantly, 10 years worth of mods especially must have such as the Network Addition Mod or NAM. It is pretty in depth but to level that is barely playable; Sim City 4 is not a game for the impatient. It has quite a learning curve but once you cross it, the quote "You never stop playing SC4" comes to mind.
Now on to the other side on why not to buy Sim City 4. Now as a 10 year old game, I have seen threads and posts on people whining that they can't play it. Now I am using Windows 7 and I have seen it being played on Windows 8; just something to have in mind. Another is that the game is pretty unstable; namely it crashes every now and then so you have to save often (You can get a mod that autosaves). Another that may put you off as a new player is well, the difficulty curve. I have said it once and I will say it again: Sim City 4 is hard. It is definitely not a "casual" game where you can just pop it in and build a metropolis in a matter of hours. You have to know what you are doing, you have to plan it before you start doing anything (Yes I mean it. For example, looking up basic urban planning will save you frustrations) or else you will just fail. But dont let that deter you, this is the Internet. As many trolls and griefers there are, you can always find help if you know where to look. You know, www.simtropolis.com (The biggest Sim City fansite. Plus they are Canadian)
Now on Sim City 2013. Nothing I can say will add to what has already been said; it had a lot of potential but a series of bad and stupid decisions pretty much crippled the game. You could argue, "yeah it's a new game, give it some time" but really, why chance it? Now on the other hand, as it is new, you can probably get it to run on your new Comps unless the server shuts down and stuff.
tl;dr: Get Sim City 4, it has aged pretty well, has libraries of mods, a dedicated fan base, a very in depth game and the biggest thing over the new one, offline mode. However be aware that it may not run on your comp and it tends to crash every now and then and not to mention that it is a hard game that wont hold your hand. In fact, it pretty much tells you to go F yourself.
Now, I can't tell you much about SimCity 4 (I'm planing to buy it after I finish this message), I played it long time ago and can't say much.
The new SimCity on the othere had, I played (tried at least) a lot!
This game is broken, very...very...very badly broken.
The 2.0 patch is coming out on Monday, but the main problems are still there.
The main issues are:
Cities size - super small. Forced "city specialisation"
Simulation - Pretty much everything is broken. Transport, RCI, jobs, education, services, all those things are broken, to the point of rendering this gamy unplayable.
Always online - It matters not what kind of internet connection you have at home. EA servers are problematic as hell. Constant rollbacks. Everything is cloud saved and with servers that can't handle the game ...well, I'll let your imagination to to take over from here ;)
Wait until they fix (if that's even possible) and/or price drob before you buy.
Also, DO NOT buy if you want to mod your game, create pretty cities and generally go "deep" in to city construction.
New SimCity is very limited compared to what SimCity 4 has to offer.
If you are looking for casual gameplay, then new SimCity (when they fix the most problems) will be a great choice.
It's too easy/simple in my opinion.
SimCity4 works on my Windows 8 machine. I have NAM and some other mods that make the game really good. I suggest anyone who likes a citybuilder to buy SimCity 4.
I like the fact you have smaller areas to play with and then try to bring them all together. The graphics are good and the game is fun.
