Can we (me and girlfriend) build over lan/Internet together on maps or does it have any errors?

You can, using a third-party application called "Dropbox." By pointing to your Dropbox file as your "saved game" file, two people can play the same Region at the same time. Use Google and search "SimCity 4 DropBox Multiplayer" to see how this is done.
