Are you using a launcher to run the game? (I have no idea what's necessary for Mac users.) For instance, in this launcher, for Windows users, there is a toggle to toggle off SimCity4's default cursor to restore the system's original cursor and that fixes most cursor issues in PCs: http://community.simtropolis.com/files/file/28667-sc4launcher-with-auto-saving-for-simcity/
If you can examine your mouse-driver's settings and see if there are any options that could take care of mouse-cursor incompatibilty issues, that might help. (ie: Restor Default Cursor or something, in case you've modified it)
Also - Sometimes, monitor aspect-ratio compatibility issues can effect mouse drivers. When the aspect ratios are incompatible with either the display settings or a game, the mouse will get confused concerning what it regards as "missing pixels." (ie: Told to move to coordinates that don't exist in the current environment) This usually results in a mouse-freeze in PCs and games/settings with this issue, but I don't know what it would do in a Mac setting, sorry. Just doublecheck your display settings and be sure you have the correct aspect-ratio set for the resolution you are running and that your mouse driver is compatible with that setup.
