How to install mods?

I'm familiar with installing mods on my steam games (don't get me started on M&B) but since this game is so old, looking through the files I didn't see a mod folder or anything close to it. I was looking towards getting the NAM mod on this but I can't really do it without knowing where to put it. How do I install mods in simcity 4? And is there a site where I can find more simcity mods other than Moddb? Thanks.

(My)Documents > SimCity 4 > Plugins.

Smaller and very relaxed community - and my personal hangout. Forum was Peg's personal lot exchange. Master himself has retired from modding, but the site itself haven't slowed down. It is a home forum for popular Simpeg Agricultural Mod (SPAM).* Most full mods and plugins can be found from STEX, but there are plenty of smaller mods, quick patches and conversions around the forum. Several BATters, LOTters and modders reside here, taking their time while doing what they are doing.
