Yes the isometric 3D graphics are outdated, but to this day no modern City builder has yet to over throne SC4's greatness... especially if your game is heavily modded.
If yes then this is game for you! It's a pretty difficult game which hates your guts but once you manage to wrangle some form of control; It's payback time.
You'll want to at least add the NAM mod and take advantage of the new pathing algorithms for your Sims so they can get back and forth to work more efficiently. Trust me - You want that. :)
SimCity 4 is still the #1 City Building game. It's over a decade old and it still beats anything that has come against it. There are, of course, people who prefer different sorts of city building games. But, if you want to be able to build huge, detailed, cities, and connect them together so they can share jobs, resources and the like, SimCity 4 is the only game in town.
With mods, it becomes a city-builder dream's come true.
Its not too hard in this game to make a decent sized town

With this thing installed along with the NAM's better pathing system working in unison, you'll see you cities blossom in no time at all.

Seriously though, its a fun game on its own, even with the expansions. I recomend.

Pretty much this. Its a blast to plan and create the perfect city in spite of the terrible one you live in showing up whatever city planners are in charge. Solving various city and intercity issues that arrise.
And when it all finally goes tits up you can watch it all burn in a satisfying cathartic fireball for all the troubles thouse little eletronic bastards caused you.
That is up untill you push the obliterate button and you hear that faint final scream of horror and you realise just how much of a terrible person you really are.
