I’m guessing these are where I find community made regions but is there some sort of application that allows me to quickly generated terrain in each of the regions?

Yes there are such tools available on both sites, with SC4Evermore being easier to navigate. In SC4Evermore's downloads section there are the tools and maps categories. I can't recall if SC4Mapper could be found in tools or in maps but it and other tools are available for you to use.
