This fixed my crash on startup

launch options (Use whatever resolution you want): -CustomResolution:enabled -r1920x1200x32 -intro:off -CPUCount:1 -d:Software

I chose Windows XP Service Pack 3 for compatability mode for the exe and I think run it as administrator.

task manager, right click simcity (alt tab before it would normally crash) --> go to details, set affinity to only ONE cpu core (i chose CPU 1 and NOT CPU 0)

I tried all of this and maybe its a combination of it all, but what finally fixed the crash was using the -d:Software launch option as well!

2.5 hours of gameplay so far with no crashes! :)
