I'm not sure I understand your one-way road problem. Sorry if this question seems dull, but are you clicking and dragging oneways rather than placing the tiles individually?
BTW., transportation is seriously improved with the NAM mod, which fixes the traffic problems inherent in vanilla:

They have members who are very intelligent on fixing the mechanics of the game to make it a more pleasurable experience. I suggest you head over there an sign up. Read through the forums an gain some knowledge. I promise you SimCity 4 is still worth being installed on your machine.
BTW - The newest update to the NAM (Network Add-On Mod) is Version 32
Aside from that there are also plenty of patches on that site that fix technical issues with the game.
