Report a translation problem
First of all, the cdkey itself has to be Steam- redeemable, because Steam key itself is a DRM already. Just imagine if you were able to redeem that key to Steam and play it, and you can sell that to another 3rd party (you can keep the game and get your money back), since it's a retail version (CD/DVD/whatever disc form is mostly DRM free)
However, because retail key never work on Steam (like I said, it has to be Steam-redeemable), so that method never work
The only thing you can do now is do what jdenm8 said, you gotta give the techsupport of Origin iself a call/chat, so they can manually check your key in the Archive (keys before Origin founded won't work automatically) and redeem it for you on Origin
Source: I have done that with Spore key (the game came out before Origin was founded, so you can imagine what happened- just like your case)
ps. try send origin a msg about this they can properly help you
(many times they has gived me unlimitted use for product keys) if something works on origin then it must be the support team they are doing a great job compared to steam)
(Customer support is all Origin has over Steam, and from my experiences it's been damn good since new management)
As far as redeeming keys, Tom seems to be slightly wrong.
I bought X3 TC a long time ago, and what I did wes use the product key to redeem the game here on steem. So I have both, the CD and the steam version now.
Didnt work with Sim City though
