So, as I interpret it, you have placed a water pump or water tower and it has power and is connected to pipes, but you're not getting any water? That's "shouldn't happen." Regardless of whether Industry needs water or not, your water pipes should be carrying some if they're connected to a water pump or water tower. At least, up to a point. When your city outgrows your current water supply, you might see areas covered by pipes have water shortages, but that should be far along in your city's future and the easy solution is just to plop down another water pump and connect it to the water pipes.
Are you sure your water/utilities are fully funded? Check your budget and be sure that Water is fully funded. If it's not fully funded, your water system will deteriorate and will need to be replaced.
Oh, by the way, you can not place water pumps/towers in zones that have heavy pollution - They will shut down. This could be the problem. Check the pollution for the area that your pump is in and, if it's polluted, then move it to someplace that isn't polluted.
This would be the problem. I can't believe I repeatedly reset and built and was somehow not realizing that the end was not connected to the tower or pump. Thanks much.
